			<content:encoded><![CDATA[<p>Keep Douglasville Beautiful (KDB) is raising litter awareness this week by displaying a week’s worth of roadside trash at the corner of Chapel Hill Road and Interstate 20.</p>
<p>The pile of 2.5 tons of trash gathered last week inside the city limits is on display to raise awareness of the cost of littering as part of the statewide “Litter, It Costs Money” campaign.</p>
<p>According to a banner in front of the pile, it costs the city <strong><span style="text-decoration: underline;">$200,000 per year to pick up roadside trash.</span></strong></p>
<p>Chan Weeks, KDB executive director, said the 2.5 tons picked up last week is standard, as the weight of weekly roadside trash averages between two and three tons.</p>

<p>The facts are that the Georgia Department of Transportation annually removes litter from <strong><span style="text-decoration: underline;">1,245 interstate miles and 18,000 state route miles.</span></strong></p>
<p>Cities and counties are responsible for litter cleanup along 96,818 miles of local roads or 84 percent of the total road miles in the state.</p>
<p>KPB and other organizations annually participate in Great American Cleanup activities. In 2006, volunteers picked up almost 4 million pounds of litter and debris. During this effort, an estimated 270,000 volunteer hours &#8211; the equivalent of 130 full-time workers &#8211; was devoted to cleaning up litter.</p>
<p><strong><span style="text-decoration: underline;">In 2006, the Georgia Department of Transportation spent almost $14 million to pick up litter on state highways alone. This does not include local government, nonprofit and corporate cleanup efforts.</span></strong></p>
<p>In Georgia, it costs $90 million annually to throw away 2.6 million tons of cans, bottles and newspapers that are collected and moved to Georgia landfills. Those items would have an estimated market value of $300 million if they were recycled.</p>
<p>Litter prevention is more than cleanup activities, according to local and state officials. Eight out of 10 Georgians feel someone else will pick up the litter they throw out of a vehicle.</p>

<p>I often receive emails from people asking what to do with people who litter. This is the latest email I have received and hopefully some people can respond:</p>

I live in GA and I have a neighbor that appears to have a mean streak and is possibly somewhat mentally off. Instead of throwing away or recycling his junk mail (newspapers and flyers) he throws them in the street.  This occurs at least 2-3 times a week.  One day he threw the yellow pages in the middle of the street.  My husband has kindly offered to recycle these items for him; however, he is still throwing his junk mail in the streets.  I have photographed this litter; however, I plan to video him in the act.  Do you think this is a good way to acquire evidence to ensure that he is fined for littering?  I don&#8217;t wish to cause problems for myself personally and would like to accomplish this anonymously(I am a little afraid of him anw we live right next door to him.)&#8217;</em></p>

Dealing with trashy neighbors! </span></span></span></p>

<p style="margin: 0.0px 0.0px 0.0px 0.0px; font: 13.0px Arial;">I hope I can answer this. Your neighbor is batty and I would be cautious in dealing with him. You don&#8217;t want this guy to go into &#8216;litter rage&#8217; on you.</p>

<p style="margin: 0.0px 0.0px 0.0px 0.0px; font: 13.0px Arial;">Video and pictures are the best way to &#8216;catch them in the act&#8217; so you can report them to your neighborhood litter authorities.</p>

<p style="margin: 0.0px 0.0px 0.0px 0.0px; font: 13.0px Arial;">Some other solutions:</p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px; font: 13.0px Arial;">1.) Obviously you have tried speaking with him and that doesn&#8217;t work.</p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px; font: 13.0px Arial;">2.) Call your local law enforcement, Keep America the Beautiful office, litter prevention authority to ask how to deal with him. These are all anonymous.  Laws differ from state, county and cities.</p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px; font: 13.0px Arial;">3.) Ignore him and continue to pick up his trash, maybe involve the neighborhood. Perhaps you can shame into cooperation.</p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px; font: 13.0px Arial;">4.) Politely tell him you are starting a campaign to reduce his and your junk mail and will be writing to Direct Mail marketers and would he like you to add his name or write for him as well.</p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px; font: 13.0px Arial;">5.) You can also request that yellow pages are not sent to you.</p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px; font: 13.0px Arial;">

<p style="margin: 0.0px 0.0px 0.0px 0.0px; line-height: 18.0px; font: 14.0px Arial; color: #333333;">In order to cut down on littered roadways, the public works department, as well as sheriff’s deputies, will be at the county landfill Saturday, Feb. 20, from 8 a.m. until noon and on Monday from 8 a.m. until 3 p.m. in an effort to “educate” citizens on the legal and financial repercussions of littering.</p>

<p><strong><span style="text-decoration: underline;">Cost of Litter In Georgia </span></strong></p>
<ul>
<li>In Georgia it costs $90 million annually to throw away 2.6 million tons of cans, bottles and newspapers that are collected and moved to Georgia landfills. Those items would have an estimated market value of $300 million if they were recycled.</li>
</ul>
<ul>
<li>The Georgia Department of Transportation<a title="Georgia-Litter" href="http://www.dot.state.ga.us/" target="_blank"> (GDOT) s</a>pends about $17 million annually (2003) to clean up roadside trash in the state, and local governments spends  hundreds of thousands more dollars to keep litter off of 96,818 miles of locally-<span> maintained roads. This does not include what local governments, other state agencies and community organizations are spending.</span></li>
<li>That number translates to $20,400,000 Million in 2008 Taxpayer Dollars or about $2,500 per person in taxes. </li>
<li>As more and more cars and trucks travel Georgia’s state highways and interstates, the cost to keep them clean increases by approximately 20 percent each year.</li>
<li>Georgia DOT expends nearly $3 million annually in litter pick-up in metro Atlanta alone.</li>
<li>GDOT is currently responsible for maintaining 18,000 center lane state route miles and 5,000 interstate shoulder miles.  </li>
<li>About 223 GDOT routine maintenance crews, 59 prison crews, weekend  probationers (logging more than 10,600 hours) and more than 260 volunteer  Adopt-A-Highway organizations regularly pick up litter.</li>
<li>The Georgia DOT participated in the Great American Clean-Up over a one-week period in April 2003. During that time, crews dedicated 60,000 hours picking up 107,631 bags of litter statewide, at a cost of $900,000.</li>
<li>More than 400 organizations are currently active in Georgia’s Adopt-A-Highway program. These groups pick up trash on about 550 miles of Georgia’s highways and interstates.</li>
<li>Costs for treating water from Lake Lanier to drinking water standards can range from $43 to $129 per million gallons.</li>
<li>2000-<a title="Georgia-Litter" href="http://www.kabtoolbox.org/" target="_blank">Savannah,</a> GA- KAB -Their efforts resulted in tagging 503 derelict vehicles and towing 73. They removed 200 tons of litter and debris. Their clean up efforts reduced the number of crack houses and open-air drug markets in one neighborhood by 79%. In another, it was reduced by 67%.</li>
<li>824 hours worked resulting in a $4,532 cost reduction to taxpayers. Litter along roadways removed and illegal dumping sites cleaned.<a title="Keep Georgia beautiful " href="http:///www.keephallbeautiful.org/whatwedo.htm" target="_blank"> Keep Hall Beautiful </a></li>
<li>Last year The Great American Clean Up in <a title="Litter-Georgia " href="http://www.dawsoncounty.org/article.php?id=1704" target="_blank">Dawson County</a> involved over 200 man-hours, removed approximately 670 pounds of litter, recycled over 250 pounds of phone books and beautified nearly 14 miles of shoreline, (2008) </li>
</ul>
<p><strong>Trash Troopers- call 404.330.6333.</strong></p>
<ul>
<li>In 2005, Troopers removed 629,160 tons of debris; cleared 466 illegal dump sites; cleaned and manicured over 27 million city right-of-ways; and removed 6,316 illegally dumped tires.</li>
</ul>
<p><strong>Fines and Penalties</strong></p>
<div>
<ul>
<li>There are currently 11 Litter Control Laws in Georgia. Those convicted on littering faces fines up to $1,000 and can be ordered to pick up litter themselves.</li>
<li><span style="font-family: Verdana;">Anyone caught littering in Georgia can be charged with a misdemeanor and, if found guilty, can be punished by a fine of not less than $100 and not more than $1,000. The law also allows the court to direct the violator to clean up the littered area and to publish the violator&#8217;s name in the newspaper.</span></li>
<li><span style="font-family: Verdana;">Anyone caught illegally dumping less than 500 pounds of waste can be charged with a misdemeanor and can be fined accordingly. Each day a continuing violation occurs is considered a separate violation. Dumping more than 500 pounds is considered a misdemeanor on the first offense. A second conviction is a felony. The penalty for a second conviction is a fine of up to $25,000 or a prison sentence of up to two years (or both).</span></li>
<li><span style="font-family: Verdana;">Anyone caught illegally dumping biomedical or hazardous waste, or dumping for commercial purposes, can be found guilty of a felony. If convicted, the violator can be fined up to $25,000 and sentenced to two years in prison.</span></li>
</ul>
</div>
<p><strong>SWEEP Successes from L<a title="Georgia-Litter" href="http:///www.litteritcostsyou.org/" target="_blank">itter It Costs You </a></strong></p>
<ul>
<li>By mid-2006 1,136 SWEEP tickets have been issued for 1,391 violations. SWEEP officers have written 93 percent of these tickets. The City has received $53,757 in ticket revenue since the June 2005 start-up of the program, and the SWEEP program has saved the District Magisterial Judges from hearing over 2,000 cases per year. Ann Saurman, Program Manger, stresses the importance of meeting with or sending information to judges to stress the importance of illegal dumping and littering issues.</li>
</ul>
<p><strong><span style="text-decoration: underline;">Illegal Dumping</span></strong></p>
<ul>
<li>Illegal dumping not only detracts from the natural beauty of the area, it can cause health risks and can deposit toxins in the soil. Illegal dumping also costs taxpayer dollars. One recently discovered dump site in <a title="Illegal Dumping-Georgia" href="http:///www.chatthillsga.us/forms/misc/illegal_dumping_FAQ.html" target="_blank">Chattahoochee Hills</a> held more than 2,000 scrap tires, costing the city nearly $3,000 in disposal costs (approximately $1.50 per tire), not including man hours. </li>
<li><a title="Georgia-Illegal Dumping " href="http:///www.savannahnow.com/node/535613" target="_blank">Savannah</a> has cleaned up about 220 illegal dump sites since January, said John Denion, residential refuse collections director for Savannah. (Jan 2008- July 2008) </li>

<li>The City of Griffin Stormwater Department has recently set up an Environmental Hotline so the citizens of Griffin will be able to call and report environmental issues. The Hotline should be used to report illegal dumping of materials; watering violations; blowing of grass clippings or leaves into a street, a storm drain, a creek or other similar concerns. The Hotline is a 24 hour a day recording system giving callers the opportunity to stay anonymous or leave their name and telephone number if they wish to be contacted about their reported problem. <ul>
<li>The Georgia Department of Transportation picks up more than <strong>two million bags</strong> of trash along our interstates each year.  If you laid those bags end-to-end, they would stretch more than 1,000 miles!</li>
<li>Each Georgia resident disposes of approximately <strong>6.3 pounds</strong> of trash each day.  In one year that adds up to more than <strong>2,300 pounds</strong>.  That&#8217;s as much as eight baby elephants!</li>
<li>The most commonly found items during roadside litter clean ups are cigarette butts, fast food wrappers and aluminum cans.</li>
<li>Littering is against the law.  Anyone caught littering in Georgia can be ordered to pay a fine of $100 to $1,000.  People who litter can also be ordered to clean up the littered area.</li>
<li>It can take <strong>one million years</strong> for a glass bottle to decompose!  Plastic foam cups and aluminum cans may take up to <strong>500 years</strong>to disintegrate.</li>
</ul>
<div class="title">THE FACTS</div>
<p>Cleaning up our state will require the &#8220;three Es&#8221; &#8212; a united effort to <strong>educate </strong>people about the problem, <strong>enforce</strong> litter laws and <strong>eradicate </strong>litter from our communities.</p>
<p><span class="style1"><strong>Education &#8211; Learn About Litter</strong></span></p>
<ol>
<li>Litter is misplaced, abandoned, or discarded waste.</li>
<li>Litter impacts our quality of life, destroying the state&#8217;s natural beauty, harming or killing wildlife, diminishing water quality and causing increased costs to treat it for public consumption, and is a contributing factor to several motorist deaths a year.</li>
<li>Cigarette butts are litter.</li>
<li>The most commonly littered items found during roadside cleanups are fast food wrappers, cigarette butts and aluminum cans.</li>
<li>Georgia market research has shown that the most likely person to litter, regardless of race, income, and education level is a male between the ages of 18-25.</li>
<li>Litter is everyone&#8217;s responsibility.  Individuals must accept responsibility for litter prevention.</li>
<li>Littered recyclable items are a lost resource.</li>
<li>A clean community welcomes economic growth and development.</li>
</ol>
<p><span class="style1"><strong>Eradication &#8211; Clean Up Litter</strong></span></p>
<ol>
<li>The Georgia Department of Transportation annually removes litter from 1,245 interstate miles and 18,000 state route miles. Cities and counties are responsible for litter cleanup along 96,818 miles of local roads or 84% of the total road miles in the state.</li>
<li>Nearly 400 organizations participated in the April 2006 Great American Cleanup activities, picking up almost 4 million pounds of litter and debris.  During this effort, an estimated 270,000 volunteer hours &#8211; the equivalent of 130 full-time workers &#8211; were devoted to cleaning up litter.</li>
<li>Local governments and other community partners conducted litter reduction activities in 85% of Georgia&#8217;s counties in 2006.</li>
<li>Litterers feel free to litter when they see someone has littered before them . . . like in vacant lots, along rural dirt roads, or at the end of a dead end street.</li>
<li>Litter prevention is more than cleanup activities.<strong> Eight out of 10 Georgians feel someone else will pick up the litter they throw out of a vehicle.</strong></li>
<li>People litter when they don&#8217;t feel a sense of ownership of an area . . .  like parks, playgrounds, or abandoned lots.</li>
<li>Adopt-A-Highway, Adopt-A-Road and Adopt-A-School are active programs in many communities. More than 400 organizations are active in Georgia&#8217;s Adopt-A-Highway program and there are 67 Keep America Beautiful affiliates serving 75% of the state&#8217;s population.</li>
<li>In 2006, the Georgia Department of Transportation <strong><span style="text-decoration: underline;">spent almost $14 million to pick up litter on </span></strong>state highways alone. This does not include local government, nonprofit and corporate cleanup efforts.- <strong><span style="text-decoration: underline;">THAT&#8217;S TAXPAYER MONEY</span></strong></li>
</ol>
<p><span class="style1"><strong>Enforcement &#8211; Stop Litter</strong></span></p>
<ol>
<li>Littering is a crime.  Anyone caught littering in Georgia can be ordered to pay a fine of as much as $1,000 or more for serious littering violations.  Convicted litterers can also be ordered to clean up a littered area in a community.</li>
<li>Littered neighborhoods can result in property values being lowered by as much as 15% and often lead to more serious crimes.</li>
<li>Georgia&#8217;s litter laws can be enforced on both public and private property.</li>
<li>Public perception is &#8220;I won&#8217;t get caught,&#8221; and if I do, prosecutors and judges don&#8217;t consider littering a serious crime and will not prosecute or enforce a littering citation.</li>
<li>Anything leaving a vehicle and falling on the roadside is litter. The driver of the vehicle is guilty of a misdemeanor.</li>
<li>Successful litter prevention programs are the result of bringing civic organizations, local government officials (including enforcement personnel) and businesses together to identify the issues and implement solutions.</li>
<li>Municipal, Probate, Magistrate, State, and Superior Courts all have jurisdiction over littering citations.</li>
